How to get Highwind
After the Junon Underwater Reactor Huge Materia event, you will have access to the Submarine. Head to the Sunken Gelnika Airplane and make your way through to the big cargo hold.
Head down the ladder and to the very bottom of the screen. There is a chest here with Highwind in it.

The Venus Gospel is Cid's Ultimate Weapon and is aqcuired in Rocket Town after the Huge Materia Event. Talking to the man who watches the rocket 3 times to acquire. The weapon has the Element Punch

The weapon deals more damage depending on how much MP Cid has left; the closer his current MP is to his Max, the more damage is dealt.
