Winhill is a side quest that is available to do once you gain access to the flying Balamb Garden in Disc 2. The town is located on the Galbadia Continent, south-west of Timber and south of D-District Prison.
This quest is available until Disc 3 - before Lunatic Pandora.
Depending on where you enter Winhill, you will either be in the main square or at the outskirts; you want to be in the main square, so if you enter the other side then make your way north to the main square.
At the top of the main square is the mansion, to the left of it is the abandoned house where Laguna lived, next door to that is Raine's old pub. To the south is the bridge leaving the square and to the right of that is a Draw Point for Dispel.
There are also Draw Points elsewhere; Drain is near the Old Woman's House, Reflect is down the road east of the Old Woman's House on the cliff road and Curaga is upstairs in the Abandoned House where Laguna used to live.
For now, enter the Mansion and talk to the man on the stairs. He will say his vase is missing. It has been broken into several pieces and scattered around the town.
Piece 1:
The first piece requires you to have either Irvine or Quistis in the party.
Examine the suit of armour to the left of the entrance. It will break apart and reveal a Chicobo inside.
A small, green item will fall out; examine it to receive the first piece of the vase.
Piece 2:
The second piece can be found in a house south of the square. Head south and you'll see an elderly woman outside her house.
When she goes inside, follow her in. Examine the white flowers in the foreground and, after talking to the woman, examine them again to get the next piece.
Piece 3:
The third piece can be found a bit further south. There is a crossing for Chocobo, you will see some Chicobo's running back and forth; try to examine one.
A small, green piece of the vase will float down from the sky. Examine the piece to collect it.
Piece 4:
The fourth piece is a bit more complicated. Head to Raine's old house and head upstairs; speak to the lady a couple of times until she mentions the fragrance of flowers.
Head downstairs and examine the table in the bottom right. The "Ghost" of Raine will appear behind the bar. Talk to her and she will disappear and be replaced with a cat.
Examine the cat to get the piece of vase.
Return to the Mansion and speak to the man on the stairs. He will give you a Holy Stone as a reward.
Before leaving, there are a couple of items to get. Head to the Chocobo Crossing and try to grab the Chicobo's; you will get a Gysahl Green and a Phoenix Pinion (The message will say Phoenix Down, but it is a Phoenix Pinion). If you try to grab too many then a Chocobo will come along and run through you.
